Health in All Policies
The Health in All Policies Task Force is a collaborative project between the Public Health Institute, the California Department of Public Health, and the California Strategic Growth Council. Health in All Policies is a collaborative approach to improving population health by incorporating health considerations into decision-making across sectors and policy areas. HiAP is an innovative response to increasingly siloed government structures, rising healthcare costs, growing inequities, and growing awareness of the impact of the social determinants of health.
California Health in All Policies Task Force - Promoting Active Transportation and Access to Greening and Parks
The California Health in All Policies (HiAP) program will engage California state agencies in focusing on low-income and under-served communities while supporting the California Department of Transportation (Caltrans) 2020 transportation mode shift goal to increase the percentage of bicycle, pedestrian, and transit trips. The program will also engage HiAP Task Force member agencies to identify opportunities to promote community greening and access to parks as part of a broader strategy to promote health, equity, and environmental sustainability.
Designing Safe California Environments for Health
This project combines land use and violence prevention strategies in a practical, usable guidance document that will help local governments and community leaders improve community safety. It supports The California Endowment's Health Happens in Neighborhoods campaign.
Health Impact Assessment Training and TA
PHI is collaborating with the Sequoia Foundation and California Department of Public Health to build infrastructure, systems and policies to support more routine integration of health and health impact assessment (HIA) into organizations’ work. The Health in All Policies program supports the project with training and technical assistance on introduction of HIA and HIA methods to local health departments.
Health in All Policies Guide
PHI is creating a Health in All Policies (HiAP) Guide in response to growing interest in infusing health considerations into government decision-making across a broad spectrum of policy areas. While the Guide draws heavily on the experiences of the California HiAP Task Force, it describes a variety of approaches and structures and shares case examples from local, state, national and international efforts.

PHI will convene state agency members of the California Health in All Policies Task Force to promote healthy communities, active transportation and violence prevention.

Health in all Policies Task Force's Food Procurement project
The goal of this project is to lay the groundwork to advance California state government procurement policies that increase access to healthy and location-efficient food. Efforts will result in collaboration with Health in All Policies Task Force members to identify an agency or several agencies to begin implementing a healthy and location-efficient food procurement policy.

PHI will design and facilitate a training on Health in All Policies for the Merced County Public Health Department, and provide consultation to Department Leadership on implementing HiAP next steps.

Support of the Health in All Policies Task Force
With this intervention, the Health in All Policies (HiAP) Task Force staff will facilitate the task force's interagency process, maintain stakeholder engagement, and further expand technical assistance and local support through development and dissemination of a HiAP toolkit. Additional technical assistance will include webinars on the HiAP approach, which will be especially targeted at The California Endowment's Building Healthy Communities sites.

Changing the Way Governments Do Business
PHI's HiAP team has built the California Health in All Policies (HiAP) Task force from the ground up, partnering with twenty-two state agencies and working in collaboration with the California Department of Public Health to promote healthy and equitable communities. It is the most extensive HiAP initiative within a state government anywhere in the country. Our Health in All Policies guide has been viewed over 15,000 times, and is used as a primer by local, state, federal and international organizations seeking to institute a HiAP approach where they live.
Training Health Departments To Advance A Health In All Policies Approach
PHI staff have provided tailored Health in All Policies workshops for local health departments across California, including Fresno, Merced, Monterey, Ventura and Tulare, designed to match health departments' community readiness and needs. Topics have included: learning how HiAP promotes health, equity and sustainability; strategies for building cross-sectoral relationships; avenues for embedding health and equity into existing government processes; government mechanisms; and defining health public policy. These workshops often include community members, local government officials, and cross-sectoral partners.
