The PHI Center for Health Leadership and Impact leads the National Overdose Prevention Network (NOPN), a national learning community that supports local, regional and statewide overdose prevention efforts and brings individuals, organizations and coalitions together to help strengthen their capacity to work at the forefront of the overdose crisis and save lives.
NOPN helps partners doing the work on the ground share lessons learned and get inspired by new strategies. In 2023, NOPN helped strengthen individual, organizational and coalition overdose prevention efforts through the following activities:
- Monthly Webinars: NOPN sponsored monthly webinars with up to 1,000 attendees, highlighting key topics in overdose prevention, treatment, and response including harm reduction for people who use fentanyl, addressing toxic stress and burnout, data trends on the emerging threat of Xylazine, and more.
- Resources for Partners: NOPN published and disseminated a monthly newsletter digest, reaching 7,000+ subscribers and highlighting critical overdose prevention resources, tools and funding opportunities for partners. That same year, NOPN published “Overdose Prevention 101” guides for national and rural communities who are looking to familiarize themselves with the basics of overdose prevention strategies, tools and resources.
- Leadership Summit: NOPN co-sponsored the 2023 National Overdose Prevention Leadership Summit, an annual virtual event that brings together leaders from across the spectrum of overdose prevention, treatment, and justice to learn, share, and collaborate more effectively, with the ultimate goal of reducing overdose deaths. More than 1,600 people attended the summit.
- Mental Health First Aid: CHLI sponsored more than 500 mental health first aid certifications across the country to ensure that individuals are better equipped to address the correlation between substance use and mental health.

Our learning design and applied project methodology provide substantive opportunities for leaders across the country to embed equity in their approach to addressing complex public health problems.”
The National Overdose Prevention Network, a project of PHI’s Center for Health Leadership and Impact, is a community of inspired learners ready to share best lessons and build new knowledge together, providing a platform to support a national network committed to health equity and preventing both new addictions and unnecessary overdose deaths.
