Position Summary

The Data Quality Control Director and Reporting Facility Compliance Officer will manage the overall data quality control program for the Public Health Institute’s (PHI) Cancer Registry of Greater California (CRGC) program. This includes conducting audits, providing standardized guidelines and training for the accurate, complete and timely collection of cancer data to hospital registrars and Data Quality Control Unit staff. Also, the incumbent will provide and apply a system of quality control measures to ensure the accuracy, completeness, and timeliness of cancer data so that users may be assured of the reliability of the data when conducting epidemiologic studies and planning future cancer control efforts. Further, this position will serve as the Reporting Facility Compliance Officer for CRGC. In this role, the incumbent will monitor the Completeness, Timeliness and Quality of all reporting facilities within the CRGC catchment area and ensure compliance with timely reporting and data quality standards.

This is a regular full-time position located in Sacramento, CA.  This position may allow for remote work and is expected to work during core business hours for the Pacific time zone. Some travel may be required.

Full salary range for this position: $107,456 to $163,320 per year. The typical hiring range for this position is from $107,456 (minimum) to $121,422 (the start of the second quartile), based on 100% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.

 

Essential Duties & Responsibilities

  • Develop and implement the Data Quality Control Plan for the CRGC.
  • Participate in decision-making processes with CRGC Principal Investigator (PI)/Research Program Director, CRGC Senior Director of Operations, and CRGC Managers with regard to the budget, overall registry operations, funding opportunities, and the data quality control plan.
  • Manage a system of quality control of cancer registry data that assesses quality, timeliness, and completeness through the performance of audits (recoding, re-abstracting, and casefinding) and the routine monitoring of reports generated by the Data Management System (DMS) to evaluate all reporting facilities.
  • Provide supervision to Data Quality Control Unit staff to ensure data quality goals, objectives and activities are completed in a timely manner.
  • Manage and monitor the implementation of data standards used by CRGC hospital registrars for the collection of cancer data after reviewing information from the central registry and national standard-setting organizations.
  • Support and collaborate with the CRGC Director of Education and Electronic Reporting, to ensure efficient and effective communication is maintained with hospital registrars, through distribution of Reporting Advisories, News Broadcasts and the registrar newsletter, Chats.
  • Ensure that all National Cancer Institute’s Surveillance, Epidemiology and End Results Program (SEER) data quality requirements are maintained.
  • In partnership with the Data Collection Unit Manager, coordinate SEER edit error resolution for data submissions between the Data Quality Control Team and Data Collection Team.
  • Ensure that NAACCR certification requirements associated with the CRGC Data Quality Control Team are met.
  • Oversee and monitor cancer reporting compliance by reporting facilities within the CRGC catchment. Monitor the Completeness, Timeliness and Quality of all reporting facilities within CRGC catchment area and ensure compliance with timely reporting and data quality standards.
  • Provide monthly reports to the CRGC Senior Director of Operations on reporting facilities compliance including but not limited to status of reporting facilities who have attested completeness, delinquent reporting facilities and reporting facilities on Action Plan.
  • Oversee the CRGC Compliance Strike Team to support compliance activities and abstracting services to reporting facilities.
  • Coordinate with CRGC Program Administrator to draft and execute compliance fee-for-service agreement.
  • Issue and monitor Work Plans for delinquent reporting facilities.
  • Maintain and update Facility X Point as needed with reporting facility and personnel information.
  • Monitor the Expected Case Counts in the data management system for all reporting facilities and adjust as needed.
  • Ensure new reporting facilities or new staff or abstracting contractors are aware of California cancer reporting requirements.
  • Conduct monthly CRGC Data Quality meeting and participate in SEER Manager/Quality Improvement Experts calls, in-person meetings, and other California Cancer Registry-led operations and data quality calls.
  • Serve as data quality lead and represent CRGC at national and statewide data quality workgroups and meetings.
  • Travel for in-person meetings/conferences as required.
  • Perform other duties as assigned.

 

Minimum Qualifications

  • 7 years of relevant experience in a central cancer registry or other health-related program, including 3 years in supervisory roles.
  • Bachelor’s degree in a related field, or substitute with four additional years of relevant experience.
  • Credentialed by the National Cancer Registrars Association (NCRA) as an Oncology Data Specialist (ODS).

Other Qualifications

  • Knowledge of Central, Regional and Hospital Cancer Registry Operations with a focus on data quality and control activities.
  • Knowledge of the Cancer Reporting System in California including confidentiality of patient information.
  • Knowledge of project management processes.
  • Knowledge of medical terminology, anatomy and physiology.
  • Knowledge of cancer diagnosis, staging and treatment and abstracting and coding principles including knowledge of the International Classification of Diseases for Oncology Coding, SEER Extent of Disease Coding, Collaborative Staging.
  • Knowledge of standards and guidelines from standard-setting organizations such as the National Cancer Institute’s Surveillance, Epidemiology and End Results Program, the Center for Disease Control and Prevention’s National Program of Cancer Registries, the North American Association of Central Cancer Registries, and the American College of Surgeons.
  • Excellent management skills including the establishment of workload timelines and assignment of projects to staff, hiring, and performance management.
  • Ability to apply professional scientific knowledge and administrative ability to resolve a variety of situations.
  • Ability to analyze situations accurately and take effective action.
  • Excellent leadership and organizational skills.
  • Excellent oral and written communication skills, including public speaking skills.
  • Must have the ability to travel to attend in-person meetings/conferences as required for this position.
  • Must be able to pass the background check required for this position.
