Summary
Bridge is a program of the Public Health Institute (PHI) that increases the impact of hospital emergency departments (EDs) on population health issues and health equity. Our largest program, CA Bridge, has supported over 275 hospitals in the last five years to implement medication for addiction treatment (MAT) in the ED based on the CA Bridge Model for 24/7 low-barrier access to evidence-based addiction treatment. Our National Expansion program builds capacity for ED MAT in every state by activating local leaders to transform addiction care and reduce overdose deaths. The Emergency Medical Services Buprenorphine Use Pilot extends the administration of low-barrier MAT to paramedics. Through the Syphilis/HIV/HCV Screening Program, we support EDs to expand their capacity for routine opt-out screening, immediate treatment, and navigator-led patient education and linkage to care. Our Access Bridge program increases access to contraception and treatment for pregnancy emergencies from the ED, particularly in abortion-restricted states and regions.
Position Overview
The Regional Collaboratives Project Manager role advances the program objective of increasing the number of patients in California connected to low-barrier treatment for substance use disorder (SUD).
The Regional Collaboratives Project Manager reports to the Navigator Program Director on the CA Bridge team. This position will lead navigator engagement and participation in, and the establishment and growth of, the CA Bridge Regional Collaboratives: multi-disciplinary, regional networks of hospitals, EDs, outpatient clinics, SUD treatment facilities, pharmacies, and organizations that increase access to low-barrier SUD treatment and substance use navigation services.
This position also supports other Navigator Program activities across the state. These include the community health worker (CHW) workforce development efforts, expansion of the statewide navigator network, including training and technical assistance, and the development and launch of CA Bridge Connect, a platform that will facilitate connection of individuals interested in harm reduction and SUD treatment with access to the continuum of those services.
The position requires program planning and management skills, the ability to plan, oversee, and facilitate statewide and regional county meetings with community partners, and the ability to fulfill these responsibilities while working remotely.
This is a full-time 1.0 FTE position. This position is primarily remote. The position requires attending periodic in-person meetings throughout the year in Oakland, CA, and regular travel across the state. Candidates must be based in California.
Full salary range for this position: $77,625 to $112,620 per year. The typical hiring range for this position is from $77,625 (minimum) to $95,123 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.
Essential Duties & Responsibilities
Regional Collaboratives Project
- Collaborate with team members to develop, implement, and facilitate regular multi-disciplinary regional meetings, known as Regional Collaboratives, to foster collaboration and knowledge-sharing among service providers that encounter individuals with SUD, provide navigation assistance, and provide treatment.
- Provide direction and coaching to navigator mentor volunteers who support Regional Collaboratives across California.
- Support navigator mentors and navigators in each Regional Collaborative to identify and build partnerships with local and statewide community-based organizations, health care and treatment providers, and county behavioral health.
- Foster connections and partnerships between navigators and others in the SUD field.
- Identify and support the development of resources to support navigators and other Regional Collaborative participants in increasing access to SUD treatment in each community.
General Navigator Project Management
- Manage other assigned Navigator projects, ensuring timely delivery and adherence to program goals and objectives.
- Coordinate with the Navigator Program Director to advance programmatic activities and strengthen hospital and community partnerships.
- Develop and advance the navigator role in support of CA Bridge Connect, the harm reduction and SUD treatment resource portal.
- Facilitate and present at CA Bridge trainings as needed.
- Collaborate with and support the navigator mentor team and delegate responsibilities as needed.
- Promote social justice-oriented approaches to reducing harms associated with SUD, with a focus on equity, access, and community-centered solutions.
- Serve as a liaison between program leadership, program teams, and community stakeholders to align initiatives and address challenges.
- Monitor program progress, identify and mitigate risks, and provide regular status updates to program leadership.
- Perform other duties as assigned.
Minimum Qualifications
- Five years of related public health experience.
- Bachelor’s degree, or substitute with four additional years of related experience.
Other Qualifications
- One year of experience as a Substance Use/Behavioral Health Navigator in a hospital Emergency Department is preferred.
- Expertise in project management and all areas of program planning, including work planning, implementation, and evaluation.
- Ability to make independent decisions following standard policies and procedures, work with limited supervision, and identify their own needs for support and training.
- Ability to exercise initiative, be resourceful, solve problems remotely, and demonstrate sound judgment in escalating key matters to leadership.
- Expertise in the areas of harm reduction, substance use, community outreach, community health workers, behavioral health, and commitment to advancing social and racial justice.
- Excellent training and presentation skills and ability to facilitate and engage small and large groups in dialogue and learning.
- Expertise in developing resource materials to support direct service providers.
- Willingness to problem-solve independently, accept feedback, and be flexible as situations change.
- Experience with delegation skills to advance program goals.
- Exceptional orientation to detail and organization skills with excellent follow-through.
- Strong technical skills in Google Suite, Word, Excel, PowerPoint, and remote work tools (Zoom, Slack, etc.).
- Strong nonjudgmental communication skills, including establishing effective working relationships with diverse groups and interacting effectively with coworkers, personnel in partner organizations, and external vendors.
- Exceptional work ethic and ability to manage multiple tasks simultaneously.
- Knowledge and experience working in diverse cultural communities.
