Biography

Dr. Moulin is a co-founder of PHI’s Bridge Center and CA Bridge. She has been instrumental in promoting and securing funding to support workforce development for emergency department-based navigators, a vital role that connects patients with substance use treatment and care, often filled by a person with lived experience. Dr. Moulin is also a professor at UC Davis with appointments in Emergency Medicine and Psychiatry. As Chief of the Division of Addiction Medicine for the UC Davis Emergency Department, she pioneered the engagement of substance use navigators and launched the hospital’s buprenorphine program. Dr. Moulin holds an MD from the University of Southern California, a master’s in applied science from UC Davis, and has completed fellowships on Healthcare Policy and Quality Safety and Comparative Effectiveness Research.
