State of Equity
State of Equity (formerly Health in All Policies) transforms public institutions to advance racial equity and health through capacity building, government accountability, and community partnerships. We are a small nonprofit team helping to build a state and nation that advances racial equity and health in our communities through three program areas: The Capitol Collaborative on Race and Equity, Health and Equity in All Policies, and National Racial Equity Strategy for States.

Projects
Active Projects
- Outcomes-Based Contracting
-
PHI is partnering with Social Finance and the Center for Health Care Strategies to explore how government can define measurable goals, strategically deploy and coordinate resources, and evaluate the results of its programs. This has included developing and piloting workshops on outcomes-based contracting for state government agencies including Social Services, Public Health, and Housing, and exploring how to promote the value of prevention in driving better health outcomes.
- Violence Prevention and Resilience
-
PHI supports the California HiAP Task Force to address risk and protective factors for domestic violence through education and narrative change, breaking down silos between sectors, providing subject matter expertise, and engaging and activating stakeholders. This includes liaising with a wide range of state government initiatives, including Essentials for Childhood, Department of Public Health, Office of the Surgeon General, and Master Plan on Aging.
- PHI's State of Equity (formerly known as the Health in All Policies Team) Task Force
-
PHI's State of Equity (formerly called Health in All Policies team) has built the California HiAP Task Force from the ground up, in partnership with the state Department of Public Health and Strategic Growth Council. The team assists departments as they integrate health, equity, and sustainability into programs and policies including transportation, urban forestry, parks, violence prevention, food, land use, and economic opportunities. As the first state-level initiative of its kind in the US, this has become a national and international model.
- Capitol Collaborative on Race and Equity (CCORE)
-
The Capitol Collaborative on Race and Equity (CCORE) supports California state entities to learn about, plan for, and implement activities that embed racial equity approaches into institutional culture, policies, and practices. This initiative was launched in 2018 and has helped over 20 departments and agencies advance racial equity through organizational commitments, stakeholder engagement practices, workforce development, program planning, and other priorities within their departments.
- Health in All Policies Consultation, Training, and Presentations
-
PHI's State of Equity (formerly called Health in All Policies team) provides tailored workshops and keynote addresses for a range of audiences including local and state health departments, universities, and nonprofits. Topics include using a HiAP approach to promote health, equity and sustainability; strategies for cross-sectoral partnerships; influencing existing government processes; and defining healthy, equitable public policy. Workshops are highly interactive, and engage community members, government officials, and cross-sectoral partners.
